The Australian Government is making available a temporary humanitarian visa pathway to Israeli and Palestinian nationals who are currently in Australia impacted by the Hamas-Israel conflict on a case-by-case basis.
The Government will consider you for a temporary stay in Australia if:
- You are a Palestinian national or Israeli national
- You are currently in Australia on a temporary visa, and
- You are unable to return to your usual place of residence.
The process involves submitting for an Expression of interest and to be invited to be considered for the Temporary Humanitarian Stay visa(s) by the Government. Individuals who do not meet the above conditions will not be invited to take up the pathway.
Following the invitation, the pathway is a two-stage process that involves the grant of a subclass 449 Humanitarian Stay (temporary) visa, followed by the grant of a subclass 786 Temporary Humanitarian Concern visa, which is valid for three years.
You must meet the required visa criteria, including health, character and security criteria.
This pathway will enable you to receive several social and settlement support, including income support in the form of Special Benefit payments, work and study rights, support under the Humanitarian Settlement Program, the Settlement Engagement and Transition Support program, and the Adult Migrant English Program, as well as Medicare access. Medicare access for subclass 786 visa holders only).
Steps of the Process:
Submit an expression of interest form to be considered for temporary humanitarian stay.

- This needs to be completed for each person individually
- Submitting an EOI does not guarantee an invitation proceed with the temporary Humanitarian visas
- Priority for consideration of an offer is more likely given if you can provide:
- If you arrived because you have been displaced in your home country and it’s not possible for you to return to your place of residence.
- Evidence/reason why you cannot return to your country of residence, such as letters or documentation showing that you were displaced/evacuated
- Fear/proof that where you have recently been victim to a terrorist attack or bombing
- If you were subject to a regular attack/injuries
1.Be invited by the Government for the consideration against the 449 (temporary humanitarian stay).

- If you accept the invitation, you will be assessed under the requirements of this visa
- Please note: if you are invited for consideration of a 449 visa, you will not be eligible to later to be granted the Permanent Protection visa (PV866)
2. You will be notified by the Department once you are granted the 449 visa and be advised of any further requirements so that you can be progressed to the 786 visa consideration (such as biometrics and mandatory health assessments).
3.Once the relevant health checks and biometrics are complete, the government will assess and grant the 786 Temporary (Humanitarian Concern) visa, which would be valid for a period of three years.
